Net Imps or Quotient?

This question came up in a conditions of contest discussion for a local bridge league, and I thought the Bridge Winners community might be of help.

Say there is a three-way with two survivors. If each team in the three-way wins exactly one match, there is a three-way tie that can be broken by quotient (IMPs won divided by IMPs lost) or net IMPs (IMPs won subtracted by IMPs lost). Apparently the ACBL used to use quotient, but now uses net IMPs.

My question is: which method is more accurate in determining the advancing teams, and why?
