Never-Ending Stop Card Debate

I apologize if I'm beating a dead horse by making another poll about the Stop card, but as a director-in-training, I had to ask.

 

The auction from a club game last week, me sitting North:

No Stop cards were used.  3 was explained as diamond support with game interest.

 

After 5 went down 2, West (the advancer) said to East (the weak jump overcaller), "Could you please use the Stop card next time?"  She had apparently not noticed that East's 2 was a jump bid, hence her cuebid with just a mediocre hand.  I commented that if by using the Stop card, you are "woken up" to the fact that your partner has jumped, it would be better to not use the Stop card at all.

 

The issue was taken to two directors, both of whom said that we have to prioritize giving the 10 seconds or so of time to the other players, so she should be using the Stop card (even if it coincidentally "wakes up" her partner).

 

I should note that this was at a club in Japan, but I'm pretty sure the Stop card policy is the same.

She should use the Stop card.
She shouldn't use the Stop card.
