Opening a strong 2 with just clubs

Apologies if this has been expounded on before, but a quick question about something that has happened twice now in matches for the ACBL Collegiate Bridge Bowl. It seems that whenever an opponent has a hand like

- x AJxx KQJxxxxx or the like, basically a very strong hand with just clubs

They open 2. Our qualifying for the Collegiate Bowl is governed by the GCC. We have no directors that watch us play on BBO, but can ask afterwards if something happened. Is this permissible under the GCC? And if not, what is the typical redress?
