Polish Club question

It is widely recognised that the main weakness of a Strong Club opening is its susceptibility to aggressive intervention. In order to counteract this, a 1 opening in Polish Club is three-way: either 12-14 HCP balanced, 15+ with clubs, or 18+ any shape. The idea behind including the weaker hands is to inhibit intervention.

My question is this: what value is there in moving the 15-17 HCP club hands out of the natural 2 opening into the 1 opening? It seems to me that all this achieves is to complicate the unravelling process in the following rounds of bidding without adding anything to the aim of reducing interference.
