Fact

Screen was present. N explained to E that 2 is Drury, and E decided to pass after 4. There was no alert nor explanation on SW side. After the hand is played, which was 4/W making 6, E asked if S alerted 2. The answer is negative. E called the director.

 

Table ruling

Director asked the agreement of NS. NS showed that they play 2-way Drury on their convention card. There is nothing else on the card indicates their agreement after opponent's take-out double. Director ruled that North's explanation fits their agreement, therefore table result stand.

 

EW decided to request for ruling review. (In APBF event, we don't have an appeal committee.) Their reason is as following:

NS do not explicit state on their convention card if Drury is on after opponent's double, therefore NS agreement is ambiguous. Either E or W must be misinformed. If both sides explained Drury, W would have upgraded her hearts holding and cue-bid 2. If both sides explained natural, E would have considered 4 as good hand and continued. EW believe this misinformation leads to damage, that is, not bid to 6.

 

Final ruling

NS have no clear agreement if they play Drury after opponent's take-out double. The misinformation is confirmed. Whether the misinformation leads to damage is discussed in two parts:

1. If W received the information that 2 is Drury: After polling from several players in the field, more than 75% of players would cue-bid 2.

2. If E received the information that 2 is natural, and W bid 4: After polling from several players in the field, half of players would continue, the other half would pass. 

Combined the above polling results, director adjusted to weighted score: 75% of 6/W+0 +1430, and 25% of 4/W+2 +680. Comparing to the other table 6/W+0 -1430, EW score is adjusted from -13 IMPs to -3 IMPs.
