Suit play for 3 tricks

I faced this combination yesterday.

AT9x  opposite Qxxx

For 3 tricks, #76 on the Bridgehands site gives these two possibilities:

""Play Q then low to 10, or low to 10 then Q"", both apparently offering a 73% chance of scoring 3 tricks.

I played the second of these options, small to the Ten, which lost to the stiff Jack offside, and then lost a second trick in the suit.

So, my question is: assuming I have no extra information from the auction or play, are these two options completely equivalent?

Options are equal.
Options are not equal.
