But North is complaining that he wasn't be hearing by East from the start of the match, that East lost courage to admit his absence and his misunderstanding of auction. Why North's guilt is bigger than East's one in the fact of no written exchange with no paper available ?

The CoC weren't respected by TD, it didn't make easy for players. The composition of committee was known so it was easy to make quickly the 3rd one, but TD denied that procedure.

There is no difference between regulations required. Only your partner forgot his CC after the 4th round and when you are back to the play area from lunch, his CC is not found. And TD asks you to play the 5th round without putting any paper on tables. You give your CC to the opponent on the other side of the screen, because your screen-mate is not interested by. Do you think it's enough to refuse to play bridge as you're asked to do ?

The CC was on the other side of screen, but E could ask for that and he did not. Nor he didn't listen his screen-mate explaining the system. And there was no paper on tables !!! I know, it's hard to believe, never seen that before. It's the reason I'm talking to you about.
