This depends much on what double promises. In my book D promise 44 in MM (I think it is “unplayable” to play D hier as 4/3 MM ;-)

When D shows 44 MM then, in modern bridge 1 promise only 3-c fit. 2 is the normal BAL raise usually 12-14. It is a matter of judgement where to sort this hand in. I think it is a 3 bid.

I think also that S should bid 2. My reason is that with 3-c and 2-c N might also ask for the better M liking a 5/2 fit better than a 43 fit.

I would also have shown my suit before in a NF way. Now X might have worked out nicely, they seem not to have a fit as LHO might have 22 in the minors. Then I think Pd will X with his 5143 hand.
if LHO has 33 in minors Pd has 5 3 3 2 and I should bid . I think normally they do not pass with 33 in minors.

As I think 2 should be “nat” showing just this shape. Pds 2N should be forward going.
he could pass or retreat to a suit if he has a weak hand. So pd should have some filler in

think of this scenario:

you play barometer style

Last Board
Bid: you could score a top score (80+%)
pass: you could secure a average score

1-
You are leader and an average score will see you more or less winning the event

2-
you are 2nd, more than a top before 3rd
a top score give you a chance of winning

Would you bid same????

Ok this is a last board scenario, but it is easy to extrapolate
this to more boards to be played, perhaps with less accuracies in your judgement.

By changing the directions it might be possible that the director also (re)entered the (wrong) score, maybe therefore the “if” in Roy's comment.
