Flannery 2D - What am I missing?

My question about Flannery 2 is ... why is it important?   (Note, I'm currently playing SA, so I don't know how different it is for 2/1).

In other words, what percentage of the time does it hurt the opener when he has a minimum with 5 and 4?  I'm reading through old posts and it's been noted that a Weak 2 occurs very little, and a Flannery 2 hand is even less common.

Bidding goes 1 - 2: No issue.  We have our major fit.

Bidding goes 1 - 1NT: No issue.  We know we're best in 1NT (probably).

Bidding goes 1 - 2m - 2: No issue.  It's not really reversing at that point since partner has the points to deal with 2NT or higher.I get that the 1 - 1 can now show 5 in Flannery.  But other than that, what am I missing about the convention?
