There already is a pretty decent ratings system created by Chris Champion. It is based upon game percentages. It seems to be about as good as anything.

Assign the Blame
North should bid 5C, which should not be construed as natural. North has an excellent diamond fit, a good 5 card suit, and an outside control. If we are bidding game anyway, then 5C costs very little, and could gain a lot (as here).
