The bias goes away if all pairs have the same average. The acbl recognizes this and is developing 26 hand movements regardless of the table count in a section... 18 tables in play but only 26 hands.. not 36.... it takes 3 sets of hands to do this

keep in mind that the more HCP high card points a pair is dealt, the better their result. Howell movements have an inherent bias toward those lucky pairs whose average HCP is greater.
Is this auction forcing past game?
To avoid this problem, consider playing Turbo 4NT in a Q bidding auction... where 4nt shows an even number of Key cards and by passing 4nt shows an odd number.

As East, I would pass first, and double 1H.. planning to equal level conversion of partners club response to diamonds. Agree that it can be dangerous to balance over 2H... so i balance over 1H.
