Regarding stationary tables - if there are two sections C & D, why not assign all stationary tables to section C, then you won't have to worry about having two stationary tables play each other in the first round.

I think there is a lot of memorization involved in learning a bidding system, not just for beginners, but a lot of advanced players have complicated bidding systems that require memorization.
